That's interesting - as though it is evolutionary and beyond their control.
Women who dress provocatively on purpose do it not only to attract men. There are two other reasons I can come up with. First, women always want to out do other women. Sometimes some women want to be the hottest girl in the room. Another reason I can think of right now is women dress proactively because it makes them feel good about themselves. The way you dress has a lot to do with the way you feel.
Depends on your definition of "provocative." What one sees as provocative others may see as normal. I read this one article "The Myth of the Latin Woman: I Just Met a Girl Named Maria" by Judith Ortiz Cofer. Cofer writes that what women wear may respond to their cultural norms. She talks about her own culture perception of clothing as a Puerto Rican woman. She said that women in Puerto Rico wore bright, revealing clothing because of the island culture and because it's just basically hot in Puerto Rico. Also, Puerto Rican women in Puerto Rico aren't afraid to dress that way because their culture insures that they would be protected from men because of religious norms ~ protecting a woman's fidelity until marriage. They in turn import those norms to the United States where it can be misunderstood as, as you wrote, provocative. I'm not saying women don't intentionally dress provocatively to attract men, but it behooves us to think twice before judging anyone's purpose for the things they they do.
I listened to Mel Gibson say to his woman that if she gets raped, it's her fault because she provoked it, dressing up provocatively, feeling like she needs to show off her fake boobs, with her tight clothes and tight pants so they could see her p*@#y from behind...
Dave Chapelle said it best. "The woman goes... Wait a minute, just because I'm dressed like this doesn't mean I'm a whore... WHICH IS TRUE... But to us guys, that is some confusing s@#t"
